As of 31.12.2017, the NGO Association of Fisheries of Gulf of Liivi holds 113 members, divided into interest groups.

• Stakeholder 1 – Entities of local self-government
• Stakeholder 2 - Self-employed entrepreneurs of the fisheries sector
• Stakeholder 3 – enterprises / legal entities in the fisheries sector (OÜ, AS, TÜ)
• Stakeholder 4 – Entrepreneurs, taking up economic activities in the field other than the manufacture of fishery or aquacultur
• Stakeholder 5 - Natural and legal persons not being part to the aforementioned stakeholders
